4. The registered capital of the business license is RMB 5 million yuan (or equivalent in foreign currency) or above.

5. The bidder has at least five years (based on the date of establishment of the business license) of grain distribution agency experience, and in the last year the number of grain distribution agency of the port railroad is not less than 500,000 tons.

6. The residence of the business license shall be Dalian area, and there is a fixed office space in Dalian area (it is necessary to provide a property certificate or housing lease contract of the office location for Dalian area).
